Ban by the Central Bank of Brazil on the use of encrypted assets in regulated cross-border payments

The Central Bank of Brazil issued resolution 561 amending the eFX rules for cross-border payment services. The new regulations make it clear that eFX cross-border payments must be made through foreign exchange transactions or non-resident Rayar accounts, prohibiting the use of virtual assets, and set the threshold for single digital payments and cross-border transfers related to investments at $10,000. The rules also reinforce the KYC, information retention (10 years) and data submission requirements, and allow banks, vouchers and payment agencies to provide the service. The resolution will enter into force on 1 October 2026。
